Notices to Mariners Week 38-39

Delayed by technical issues at Crossing the Thames Estuary and then me being away.

UKHO and Trinity House Permanent/Temporary and Preliminary notices

1. ENGLAND – East Coast – Buoyage. – Deletion of two Port Hand Buoys marking Rainham Creek off the Medway.
2. ENGLAND – East Coast – Obstruction. Depths. – Two new reduction of depth and a reduced depth over an obstruction, all south-west of the Blacktail Spit starboard hand buoy. All just inside the Maplin Firing Range boundary.
3. ENGLAND – East Coast – Buoyage. – Two small but very relevant moves of buoyage in the Knock channel leading to the Wisbech Cut (River Nene).
4. ENGLAND – East Coast – Depths. – One reduction of depth in the Princes Channel halfway approx. between the Princes No 7 and No 5. But at 7.9m and where we shouldn’t be, unlikely to hinder leisure craft.
5. ENGLAND – East Coast – Depths. Drying height. – Three reductions of depth including one being a drying height of the Long Sand Head. This is a continuing trend extending the Long Sand Head towards the north-east – slow but persistent. This is an important change to be noted. Be wary of cutting across the end of the Long Sand Head.
6. Trinity House – Movement of the Black Deep PHB and Long Sand Head North Cardinal moved slight to accommodate the above. See the image on the usual page: All the images and details for the Local notices is on the same page in the Temporary List.
7. ENGLAND – East Coast – Depths. – A reduction of depth in the Great Yarmouth Haven
8. ENGLAND – East Coast – Firing practice areas. – A very small change in the northern limits of Foulness Firing Range – very small change indeed. Note the slight change in the western coordinates between the two charts (scale). The image uses Chart 3750’s coordinates. Usual page.


1. River Thames – HALFWAY REACHDREDGING OPERATIONS DAGENHAM NO.8 JETTY – On 26thSeptember 2019 dredging works will commence for approximately 7 weeks.The dredging works will be undertaken using a deck mounted excavator and crane on a pontoon, which will be moored on rise and fall spud legs. Barges will be moored alongside the pontoon in order to be loaded with excavated material. The pontoon will be positioned by the tug ‘EMILIE D’ which will maintain a listening watch on VHF Channel 14 throughoutthe dredging activity.Lights and shapes as prescribed in Rule 27 of the International Regulations for Preventing Collisions at Sea 1972 will be displayed, namely:By day, three black shapes in a vertical line the highest and lowest of which are balls and the middle one a diamond.By night, three all round lights in a vertical line the highest and lowest of which are red and the middle one white.London VTS will broadcast requests for vessels to “proceed with caution” or “proceed at slow speed”, as described in Permanent Notices to Mariners 4 of 2014 as required by the works. International Code Flags “Romeo Yankee” will be displayed when this is in effect.

River Thames – SEA REACHLONDON GATEWAYTIDE MONITORING EQUIPMENT – On 19th September 2019 the PLA Hydrographic Service will be deploying a bottom-mounted current monitoring device (an ADCP) mid channel off London Gateway. The deployment will last about two to three weeks after which it will be removed. The unit stands less than one metre above the bed and the sites have been selected so as to not interfere with any surface shipping, which will not be restricted during these deployments. There will be no surface markers. Deployment and recovery will be made over LW slack periods by a PLA Hydrographic Survey vessel in liaison with London VTS monitoring VHF Channel 68 throughout the initial deployment.

3. MORTLAKE REACH (UPPER) TO GREENWICH REACH – RIVER CLOSURE – REGATTA LONDON – On Sunday 29th September 2019 a mass participation rowing and paddling event supported by the Thames Tideway Tunnel project is to take place from Kew Rail Bridge to the Old Royal Naval College, Greenwich. The event has been named ‘Regatta London’ and will coincide with the annual Thames Barrier closure, as detailed in Notice to Mariners No.3 of 2019.The event will consist of two parts taking place concurrently and therefore the river will re-open from Westminster Bridge upriver and downriver respectively. 4. Partrac – Current Meter Deployments – As part of the Anglian Water Coastal Modelling System Upgrade, Intertek has subcontracted Partrac Ltd to deploy ten seabed mounted acoustic monitoring devices around the East Anglian Coast. Weather permitting, these will be deployed during the period 19th to 24th of August 2019. The devices will remain in the water for a period of 35 days. An update will be made to the Notice to Mariners prior to the device’s recovery or extension of this period. This NTM pertains to three devices being deployed to the north and south of Harwich Port, and there is a similar notice from the Crouch Harbour Authority. The image in the Temporary list shows all the locations including the Crouch, Blackwater and Wallet.

5. RIVER MEDWAY –WOULDHAM/ HALLINGOVERHEAD CABLE WORKS – overhead works are scheduled to begin on or around 23rd September,2019 across the River Medway between Wouldham Marshes and Halling, and will involve the replacement of an overhead power cable. River traffic will be monitored by a safety boat which will be on site whilst the cable pull takes place. Communications relevant to the works should be directed at the safety boat or Medway VTS on VHF Channel 74. The work is expected to be completed on or around 14th October 2019.-

6. Medway Approach Channel Dredging Operations – on or around 16th September 2019 the area of the Medway Approach Channel from No’s 3 & 4 buoys to Nos 7 & 8 buoys will be subject to dredging operations. Dredging activities will be concentrated on the south side of the channel, predominantly in the vicinity of No. 5 buoy, and will carried out by the agitation dredger ‘Jetsed ’. Works are expected to last for approximately six days and will be tidally dependent.‘
Jetsed will display the required signals for respective operations, by day and by night.

7. LOWESTOFT INNER HARBOUR – TOWN / CEFAS QUAY – PASSING SPEED – Mariners and Port Users are requested that when passing vessels moored on Town Quay and Cefas Quay, that speed is kept to the minimum at which control of the vessel can be maintained, and that the moored vessels are afforded as wide a berth as is safe and practicable. These requirements are subject to the prevailing conditions, and considering the available depth and width of the navigable channel. This requirement is to reduce the effects of vessel wash and also interaction, the effects of which increases with size, depth, proximity and speed of the vessels involved. Excessive speed is likely to result in moored vessels ranging along the quay, overwhelming vessel mooring arrangements and increasing risk of serious incident and potential for injury. The ports maximum speed limit is 4 knots, but passing speed should be less than this value. In addition, a procedure is being implemented where vessel bunkering operations on Town and Cefas Quays will be suspended, or subject to a delayed start when a large vessel is scheduled to pass. Vessels taking bunkers on these quays are requested to keep a listening watch on VHF channel 14. They should also fly the red ‘B’ flag to indicate that they are engaged in bunkering operations.

9. Havengore Bridge Update (16.09.19) – Whilst our contractors are making good progress towards repairing the current fault, they are estimating that it will not be fully resolved for another 6-8 weeks. In the meantime, QinetiQ has instructed the contractor to conduct some immediate adaptation works that will render the bridge suitable and safe for full manual operation. A limited number of manual opening dates are being planned in consultation with the marine community and will be published on our website as soon as they are confirmed. The first dates have been provisionally agreed as Saturday 28 & Sunday 29 September. Please contact me if there are other coming weekends that you consider to be of particular importance for passage through Havengore Creek.
